i don't think the key is to make sure only 4 teams are protected
if its more than 4, then the warden CHOOSES
that could be a chance to get some insight to what she wants from us

Ideally, I’d like only one group to end up punished, but I realize that’s a bit of a steep ask. I agree that it would lend more insight to her intentions, but there are people even in my group who are concerned with obtaining tokens from victory as much as avoiding punishment.

For the time being, ask around regarding other groups' votes first. Of course I'd like to make sure that Tsuchigumo will be safe, but if I can verify them as someone else's first choice, then it might potentially be better for us to place our vote somewhere else. I'd actually like to arrange a meeting between a handful of people to see if we can accomplish more extensive coordination across groups.
