there is a certain kind of ease also in Harlock being the closest to him in age on Phoenix (even moreso since Harlock is a little older and Reim is sort of used to behaving/being treated more in an older bracket than his own actual age bracket in some ways); he doesn't think anyone else is less capable for being younger and is completely open to relying even on teenagers in ways other people would not be comfortable relying on teenagers, but on a conversational level it's like, ah I can talk to someone at a closer match to my own mindset in some ways. it's nice!
also they have touched hands in NEARLY EVERY THREAD which isn't super important to what kind of person Reim thinks Harlock is, but Reim has much less of a personal space bubble than one might expect (but obv isn't super touchy because Propriety), so the facet of casual physicality also adds an extra layer of comfort for him interacting with Harlock

And also yes having someone close to his age (we think, Leiji is inconsistent here) has a far different vibe than someone younger as he tends to have a bit of a fatherly edge with younger characters. So Harlock doesn't feel quite like he has to watch himself as much when speaking with Reim.
And the touching is definitely interesting as in canon he's usually pretty standoffish except with Miime and Tochiro when it comes to physical contact. So someone he is fine with touching his hand is something that's low-key a surprise for him. Like he took Reim's hand in the first thread mostly because Reim's blindness just reminded him of Tochiro.

The version of Harlock I have had been friends with Tochiro since kindergarten and Leiji Matsuomoto being a fucking madman that he is also implied there's some elements of reincarnation going on with the pair meeting and friending each other over several lifetimes. But anyways, his vision is so shitty that even with glasses he's extremely nearsighted - which is why Harlock kind of went straight to 'handhold to guide' because he's used to guiding someone almost blind.
Tochiro died not long after completing the Arcadia - having upload his consciousness into the Arcadia's main computer (and it's implied his actual soul is on the ship) and entrusted his then infant daughter Mayu into Harlock's care.
